A nondescript high-rise on Houston's Southwest Freeway seems an unlikely spot to find fine fashions of decades past. Yet, in a 5,000-square-foot storeroom-cum-showroom are 12,000 gowns, caftans, sunglasses and accessories. Some are haute couture.  Many are not. All tell a story.
